An informal agreement on the proposal was reached with the Parliament and the deal was confirmed by the Permanent Representatives Committee on December 18, 2015 (see here). The text then went legal-linguistic revision and was adopted by the Council at first reading. The legislative procedure should be concluded by the end of spring 2016. See here.
